It's New York City in 1932. Katherine Pulitzer is a reporter who needs to keep her job. Jack Kelly is a newsboy who needs to keep himself and his brothers healthy through the winter. Both are desperate for an opportunity to change the world that they live in.

Jack gets the bright idea to grab the arm of the first girl he sees and claim her as his girlfriend in order to get his friends off his back - and that girl happens to be Katherine Plumber.
