Seluruh warga yang menetap di bumi mempunyai hak untuk naik ke pesawat angkasa sebagai alat jaga-jaga, jikalau dalam kondisi darurat, mereka diperbolehkan meninggalkan bumi dan akan diterima dengan baik di planet baru. Pada suatu hari yang tak terduga, tiba-tiba saja air menaik drastis. Padahal biasanya air bisa bervolume tetap ataupun naik setengah mili-secara serentak di seluruh daratan.
