She tells him The Master controls us all–every lion, every hummingbird, and every human being. Every human being except Cassius Moon. The Master is scared of being overpowered; Cassius Moon is out of his control, and he is sending someone for him. Two thousand years is a long time to be ruling over humanity–it is time for a new king.
