Steve was hiding out in Wakanda, with his best friend Bucky Barnes and with King T'Challa, who was kind enough to let the two stay there. When Steve hears a few familiar names in the news, he realizes what he has to do. He has to free his friends from the underwater jail. What if it was Clint who jumped at Vormir? What does that mean for Natasha? What does it mean for Steve? What does it mean for the Avengers? Basically, if you couldn't tell, it's a slight rewriting of Endgame because I can't get over Natasha's death.
