Rockwater is a town where you must live a certain way, but only a certain amount of people and their families were chosen. The rules were always the same. Go to school on time. Do everything The People say. If you don't, you're banished. The Outside is everywhere that Rockwater isn't. Since only a certain number of people were chosen to be in Rockwater, the rest of the people were forced to The Outside. You got to live any way you wanted to, but you were considered a disappointment to The People. Cyrus Goodman lived in Rockwater. He always did everything he was told for 14 years. Until he met a kid from The Outside.
