Xoul had a kind of DNA no other Human had the Xylum, the Government created a kind of drug called the Anti-Xylum to suppress this DNA, once taking they would be a limit to which the Soul could use its powers and through it the Government could track down the Xoul no matter where it is. The X-Corps all had this injected in them and it was also their duty to inject this in others any Xoul who refuses this is treated as a Fugitive and criminal and would be captured imprisoned or killed. this policy by the Government kick started the "Great Xoul Rebellion age" which is ongoing, starting from the early 90s till now.
