Many tributes of the 75th Hunger Games were in on the plan to save Katniss Everdeen and return her safely to District 13 so she could take on her role as the Mockingjay and ignite the fight. Only the plan goes wrong when Katniss' tracker is unable to be ripped from her arm and Peeta's is. Peeta is saved, and Katniss is taken hostage in the Capitol.
