The D4R0 chip was implemented in this "super power" society around 2XXX but when it worked better on children than it did on adults, the entire idea of the D4R0 changed. Now, instead of unruly children trying to learn how to control their powers, the chip forced them to suppress their powers rather than learn from them. But, that's something adults didn't know.
