Under the Capitol eye, she was perceived as a weakling. An oversensitive, district 7 girl, who simply "had no chance." But she definitely put on an act. Crying and pretending she didn't know how to fight, brought her to the final eight. The others simply overlooking her, just as she'd planned. We all know Johanna's real attitude, but follow her games, as she turns into a whole different person to win.
