They get to choose what they want to look like, based on the mannequin standing in front of them and the level of power they have to hold to the form. This way, everyone is happy, brain dead, and no one talks about the cruel government controlling them. But Nixon has found a way to destroy them, to steal their most perfect ones, the "Angels". Their bodies have cat-like reflexes, the strength of a bear, and senses like nothing else. The "Angels" are the key to power. They are taking down the government, and stealing perfection.
