This Octarian enslaved and brainwashed the innocent Octolings with a pair of shades, and made them seemingly like his own fighting minions, some of them more elite than others; who did whatever bidding he wished. Why, you may ask? The Great Zapfish. The only power source that was stolen from the Inklings.
