Well that's because it is. A cleaner is one whose job is to get rid of the mess right- they obviously clean something or maybe... someone? When there is a society that is practically run by crime with high scale criminal groups and prominent business men are often the ones behind it, what better way to try and get rid of these high level of 'criminals' than raising a set of unfortunate and underprivileged individuals as trained 'cleaners' to get rid of them. Fight fire with fire right? Use a thief to catch a thief? Reel them in with baits? Put these cleaner in important government jobs as covers for example the police officers?
