After some training with them and some odd changes to his body after the villagers went seeking some "entertainment" he mastered both puppetry and many other "useful" talents he graduated from the academy, and so the ninja world was introduced to the kitsune of one thousand strings.

Naruto was banashed from the leaf after bringing sasuke back but he was half dead. The concil secretly had the meeting knowing full well what tsunda would do to them if she caught wind of their plan.
