On Halloween night, Scarecrow forces the civilians to evacuate Gotham City after threatening to unleash his potent new fear toxin. Leaving just the criminals and the GCPD. The Dark Knight along with his partners decide to take matters into their own hands to stop Scarecrow and the rest of the villains running around. Including a mysterious new guy that claims he knows everything about Batman and has a whole army to back him up.
