Urbosa was many things, but even she could not halt the sands of fate. When a dying Hylian mother entrusts her infant son to her, begging on her last breath to raise him as her own, her Gerudo pride could not possibly deny her final request. Link, despite being a male, would be raised Gerudo. And Urbosa would make sure her son would be the strongest warrior of them all. (We hit Linked Universe eventually, but the first bit is definitely just BotW.)

Champion Link, the beloved and respected leader of Hyrule Kingdom, had a problem. Technically, he had eight problems, all of which were wandering around the Lost Woods looking very out of place. Nobody could've possibly foreseen eight incarnations of the Hero's Spirit-very ALIVE incarnations-appearing from the mists of the Lost Woods asking for Link.
