In Silver City, there are no such things as superheroes. Masks are illegal because they're deemed unnecessary and would only be used to hide a criminal. Why? Because everyone has a supernatural ability. Except for Hope Cameron, that is. She was born without an ability, a secret she will never reveal. Despite all of the people with abilities, however, no one can seem to catch the masked villain Volt. His attacks keep getting more and more violent, until Hope realizes she can't expect the superheroes to save Silver City any longer. It's her turn to fight back. But nothing in Silver City is black or white. Volt may not be the villain the media makes him out to be, and when Hope discovers his secret, she doesn't know who's truly at fault in her city.
