But when the fateful encounter occurred, Eraserhead wasn't brought up face to face with a crime fighting vigilante- he could only see an empty shell of a broken boy. Izuku manifested his quirk late. He manifested it at the age of 15 while protecting a kid from Kacchan. This quirk is very powerful and allows him to create quirks. He can give quirks as well and keep them. He can also take quirks away.

Izuku is the child of Hisashi Midoriya, Hisashi is a villain but isn't known by the public, he was anonymous. His child was left with the League of Villains for a while as they were in alliance, the heroes found their base and arrested them all excluding Toga and Hisashi. Allmight decided to take the child in as his own and secretly raise him until something goes terribly wrong.
