Everyone on the Ark knows the consequences of having a second child. They all know how illegal a baby could be. Not even people in positions as high up as Abby and Jake Griffin were allowed to let the 'accident' slide. Tate Griffin was never supposed to happen but a her parent's small mishap created her and there she was, a second child.
