From the account of Katniss Everdeen, no tribute could compare to the brutish power and strength of Cato, a boy from District 2 who was so confident in his abilities to win that he willingly signed up for the Seventy-fourth Hunger Games. Nothing seemed to stand in his way. He was power. He was strength. And in his mind, the Games were already won. Katniss dismissed him as a bloodthirsty killer, typical of a Career Tribute, but there was much more to his story than a mindless desire to kill.
