London 1868, in the midst of the Second Industrial Revolution, a pair of twin Assassins topple the influence of the Templar Grand Master, Crawford Starrick, over the city's working class. The Templars, and their supporters, believe that the Rich and Powerful have the right to govern the less fortunate, but it is the Assassins ideology that helps the weak to fight for themselves. While on a mission to free children from a Templar owned factory, the twins encounter a stranger. The stranger reveals himself to be a part of the American Brotherhood that was sent to help the twins on their quest. Though the older twin begins to distrust the stranger, the younger one decides to befriend him.
