The Claxion government created the eugenics program with the promise of a brighter future. It started as a voluntary program, but failed to reach the sixty-five percent that was needed to improve future generations. Voluntary turned to legal requirement and legal requirement turned to force. Any Claxion that continued to refuse to be altered at the genetic level was tortured into submission. When torture failed to persuade, the executions started. It was that moment when the Rangers arrived and quickly devastated the government and military structures and left no eugenicist in power.
