The only thing that tried to control this was the law and even if this people still existed there was a punishment if caught, so it was mostly under control after all. Until law became nothing. With the start of the outbreak anarchy reigned and this horrible people from being only the 10% or 15% of the whole population, they became more and more everyday, until almost every survivor became all this horrible things to survive.
