Voldemort wants to recruit Harry Potter to be a death eater once he gets old enough. What else is a better idea than trying to become friends with possibly a future enemy? So the Dark Lord tells Lucius Malfoy to bring his young son, Draco Malfoy, to meet Harry Potter the summer before the boy turns eleven. He wants Harry to trust Lucius and Draco so that he will not become an enemy. But what Voldemort doesn't know was that Snape was actually Harry's dad. This is also part of the reason Lucius agreed to check on Harry. Another was because him and Snape were dating, but only Young Malfoy knew about this.
