Cause he knew that he was only programmed to care for Sensei, not Allow him to use them as he pleased. Especially with the horrendous job of harming mortal children. Mortal children that somehow managed to take him away from Sensei. Away from the sudden harm that came to his fragile frame that always came when Sensei tries and tries to give him a quirk.
