People live in a community where no one can talk unless they're "gifted their voice" basically teachers, govt, etc Due to this rule, it's a fairly peaceful place. Most people Have accepted the fact they can't talk. But of course like most stories, a group of people (teens) rebel against the rule. People were convinced there was nothing outside the walls, but they knew something was off.
