The title is totally intentional. Izuku, age 15, was a villain. When it came down to it, he was definitely not a villain you'd like to come across in battle. Despite the inevitable, at the moment, he wasn't your average villain. He worked behind the bar at the league of villains hang out spot.

Izuku Midoriya is quirkless. That doesn't make him human though. When Izuku is offered a chance by his idol to become a hero without exposing his inhuman self, he takes it without hesitance. Getting into the hero school of his dreams was all he could have asked for, but the monster part inside of him is itching for some action, waiting to be revealed. Izuku midoriya does indeed have a quirk, however that quirk is severely misjudged and he was bullied because of it, he was abused because of it and he was reborn because of it

After Izuku's failed attempt at trying to save Bakugou in the sludge villain attack, he was taken by Stain and was asked if he wanted to be a hero of his own kind, or to put it simply a vigilante He saw potential in the kid and that he posses the characteristics of a true hero.
