Alright so first off, as if it isn't obvious, this cover was made by Masahiro Anbe. If you don't know who he is, you've never read manga (Neither have I). Second, this is a sequel. It takes place 10 years after the last one. You don't necessarily have to read the first one to read this one, but I recommend it to familiarize yourself with the characters.
