He may not find himself useful, especially since he has no quirk, but All for One sees the boy's potential and knowledge about heroes so he teaches him. He helps All For One with the noumus and even the monsters seemed to obey him. While he may be a villain, that doesn't stop him from seeing his comrades as family.
