He gets killed by All for One, and Izuku witnessed it. He watched all of the heroes stand by and not bat an eye as All Might got killed by All for One. Anyone with eyes could've seen that All Might couldn't've defeated him, and yet they didn't back him up. The world was a cruel place and Izuku was tired of pretending everything was all right. Katsuki Bakugou is a very strong alpha recognized by the government for his rather explosive power. They decided to give him any omega he wants and a monthly check as payment for his loyalty and power for anything they need. The government decided that Bokugo was better with undercover missions so it wasn't strange to see Katsuki gone for long periods of time.
