Foster is the leader of the pack. Gray wants to combine their packs. Gray's feared by every wolf; he has caused wars, ended wars, never once let a rogue get away― not even kids― nor wolves that disobey him and his pack orders. Although Foster has a bigger pack, Gray's dangerous― way more dangerous. Is Foster making a bad decision by considering to combine packs, taking in that the pack isn't as bloody as Gray's?
Gray changes Foster, not the other way around and it means more danger.
