Mikumo does develop a quirk, The power to use any quirk he wants but only if he knows how the quirk works, and has seen it in action. Izuku showed all the signs of getting a quirk, but sadly it never manifested. Mikumo: Purple hair with black tips that is curlier than Izuku's and covers his right eye most the time, Crimson eyes, slightly taller then Izuku even if he was born second. Izuku manifested his quirk late. He manifested it at the age of 15 while protecting a kid from Kacchan. This quirk is very powerful and allows him to create quirks. He can give quirks as well and keep them. He can also take quirks away.
