Todoroki has had feelings for Midoriya for a while but he fears hurting Midoriya and ruining their good friendship. Midoriya would never like him back anyways and besides, Todoroki has bigger issues to deal with at the moment. Midoriya, even though he doesn't want to admit it, has a huge crush on Todoroki. He fears that he may have even already have fallen for him, which isn't good, considering that Todoroki would never be able to return those feelings. Either way, he doesn't have time to worry about that. He has more important things going on.
