Star And Stripe's knowing that her end was near but knowing that the heroes will need her quirk New Order in order to get the upper hand in there war so in her final moments She used her quirk on her self and placed two orders one that would hopefully hinder Shigaraki and the other that will hopefully turn the tide in this war
