After the first two wars in Japan, kids all over the world have started been born with quirks and has started a rift between Quirked and Quirkless. Soon riots and fights start and the world once again has fallen into war. ____ Arashi Namari survived two wars at the age of 16 and now seven years later she unknowingly walks into the middle of another one after she signs up for the World Heroes Association's Hero Interchange. She ends up in Otheon, where she suddenly starts working with an unexpected old friend. But as time goes on she starts to notice too many coincidences in going on in their lives. She starts to wonder if they actually are coincidence or if it's all fabricated. Because if she doesn't believe in one things, its fate.

Humanity is stricken by a deadly disease. The military starts concentrating the sick in community isolation centers to limit the spread of the disease, but as the years go by and there is no cure, supplies dwindle as the sick grow steadily, leading to more drastic measures to protect the healthy population. Under the pretext that only those who are in the final stages of the disease are being killed, the military corps starts eliminating those they gather in the camps. Two boys get caught up in this mess, and after facing many difficulties and obstacles, they establish the "Resistance", to fight against the violent actions of the military and the government's decisions.
