When Izuku and Izumi were young they were excited to get their quirks and be heroes together. When their quirks never came in life started to get worse. Their parents didn't change all that much in the beginning besides getting more protective of them to the point where they treated them like glass. Their "friends" Katsuki and Katsumi started bullying them. When they came back with bruises their parents never question it, as if it was to be expected.
