You constantly hear a man's laughter coming from next door. Unsure of who it is, you label him "The Man Who Laughs". The title is from the movie the man who laughs but it is also the title of a Batman comic. I do not own the title nor do i own Joker/ Arthur. This is just a story made for fun.
