The world changed when quirks came around when the first baby girl born with powers as time went on quirks became the normal unfortunately only females got quirks which then made men insufficient and looked down upon. Izuku wants to be a hero even tho males can't be heroes one day when trying to protect someone he unlocks a quirk but he can't control it so he built a watch to control it.
