It's not the real him, he was chosen for a mission from his own faction, the dragon faction to see if devils, fallen angels and angels are rightful to become their ally. Issei wasn't just a normal human before he became a devil. His parents gave him a spell so that he can do his missiom successfully, but it failed that's why he doesn't remember anything about himself. All he knows is what was his name and was took in by who we all knew was his parents. Who were they? Who is Issei Hyoudou? Who is his family? His real family? Why was he chosen by his faction? How will he recover his memories?(which will occur very early in the story)
