All Might tell Midoriya he can't be a hero when he's quirkless. Does that stop the green bean? Nope. Finding an abandoned toddler in an alleyway wasn't on his to do list though. Only 0.5% of the population are nekos, jus to see a Neko is extremely rare, they're usually encaged and used at test subjects, or even kept in zoos. So the Neko population has dropped expediently and is very close to extinction. Nekos are humans with cat characteristics. Ears, tail, heats, senses, agility, flexibility and ect.

During a raid of a illegal experimentation site, A 6 year old child is found by the heroes, imprisoned in a cell and chained to the wall. They learn that the child was experimented upon and has a dangerous quirk and if left in the wrong hands can cause a lot of chaos and destruction. The child along with others are rescued and taken from the base.
