An elite school in the heart of Tokyo only accepts the best of the best. It's a place where there is always someone that is better then you, more well off then you. Despite their high level of graduation their is an immense presence of crime that led to the corruption of the school. There's a rumor that it's because of a large gang that are involved in illegal gambling and give money to students in need for a horrible price. Police have been unable to take down this gang because they could not track the leader and the case has been closed due to lack of evidence even when the gang continues to terrorize the school.
