Shuichi Saihara is a trainee detective. Kokichi Ouma is the notorious gang leader of D.I.C.E. A notorious Phantom Thief has made himself known and the police force has been clueless how to stop them and their organization. So as a last resort Shuichi's called in to figure out how to arrest this uncatchable clown.
