The fallout of the Avengers led to a life on the run for Natasha Romanoff and Steve Rogers. Their failure to sign the Sokovia Accords and become "registered" heroes has placed targets on their backs. They've had to lay low, but the fight isn't over. There's still much to be done for Captain America and the Black Widow.
