The scientists acquire DNA, through whatever means, from the people of quirks that are powerful and useful. The DNA is prepared and implanted in an artificial womb. The children that are born from this usually get their quirk, or quirks, earlier than those born naturally due to all of the enhancing processes. The 'failed' children are often sent to orphanages around the nation. The ones that are considered a success are either turned into weapons or used for more quirk research. Due to all of the inhumane processes, this research is 'illegal'. This doesn't stop the Government from benefitting from it, however.
