When Inspector Akane Tsunemori and Enforcer Shinya Kogami are sent to represent the MWPSB at a law-enforcement boot camp in the United States, mayhem and mischief ensues, disrupting the ranks with a new style of couple's therapy.

A year after disappearing for a second time, Kogami mysteriously reappears once again, and has been directed by Sibyl to work with Division 1 as an Enforcer to help them solve a difficult case. But his reappearance also brings old feelings up to the surface that both him and Akane must face in order for their teamwork to continue.
