The world of Shinobi has always been guarded by the nine Bijuu after they were split into their separate forms by the Sage of Six Paths, but their powers were greatly feared. Instead of destroying them like everyone else asked, he gave nine clans in different places (soon to be the Elemental Countries) the ability to summon and control these creatures, creating some very strange Kekkei Genkai. However, since the beasts must trust and respect those that summon them, there has been no one to summon the beasts for generations. Naruto, Sakura, Sasuke, Shikamaru, and Gaara were 22 when they won the war. They were the only survivors out of the entire world. Guess it wasn't much of a victory after all.
