North Korea had been training under Russia's authority, and may have developed a crush on the certain Russian. However, after the Korean War, North Korea and Russia's communication was completely cut off, and their bosses forbidden them from seeing each other, though North Korean leader Kim Jong Un still speaks with Russian leader Vladimir Putin. North Korea had been isolated for years, never going to a single World Meeting. Now, North Korea has been given a chance to go to Beijing, China, to participate in the World Meeting for a month. North Korea's only thought was to come only for business, however a certain Russian may change his mind.
