The "Age of Heroes." That's what they called it in the textbooks. I wasn't alive when it began, but I heard stories. Stories of people suddenly discovering they could levitate when they tripped down the stairs, people getting a little too angry at their mobile game and shorting out their phone, people getting a case of 'hysterical strength' when their life was in danger but keeping that strength afterwards. About 0.05% of the human population developed mysterious powers very suddenly around the early-to-mid 1900s. It was to say the least, chaos. Supers abusing their power to commit crimes, some supers donning masks and trying to fight fire with fire, and a few just trying to lay low. But that was in the past. Nowadays, we have the Hero Agency, an international organization recruiting supers to help combat criminal supers. It had all the flair and pizzazz of the 'golden age of superheroes,' as some older folks might say, along with actual funding from the Hero Agency. "Well then what's the story?" you may ask.
