Kira doesn't remember a life before Hydra. A life that was curated just for her by her handlers. Mission, eliminations, conditioning. Unlike Bucky who was brainwashed and erased, Kira was fast tracked, left intentionally unstable, and created to be a hunter. But when Steve Rogers sets Bucky Barnes free and takes down hydra...or what he thought was left of hydra...she was awoken again. This time? Take down the asset and Captain America. But what they didn't account for, was Kiras surprise seeing the asset differently, more human.
