He wanted someone who is related to him by blood, with that being said he needs an Omega to fulfill such an aim. Dazai Osamu and his partner Sakunosuke Oda were tasked to find the boss an Omega, a task that is not very easy to accomplish as they are rare and one can think that they don't exist anymore.
