The more he dies, the more powerful he is. The more painful the death, the more emotionless he becomes. Quirk exhaustion comes in the form of emotional loss. Only natural reactions and natural responses will remain after 300 deaths. That number came a lot sooner than it should have. Or alternatively: Izu loves his dad, his dad would burn the world for him, All Might is absolutely screwed, karma's a bitch and Izuku's quirk might actually take over the world unintentionally.
